About L.A. Care Health Plan

Local Initiative Health Authority for Los Angeles County known as L.A. Care Health Plan was founded by the State of California to provide healthcare services for Medi-cal managed care beneficiaries, children who do not have insurance, and other populations in Los Angeles County who are vulnerable. The State Department of Health Services produced a report in 1993 which was entitled, “Expanding Medi-Cal Managed Care: Reforming the Health System – Protecting Vulnerable Populations”. This served as a blueprint for the expansion of Medi-Cal managed care. L.A. Care Health Plan was created as the  Local Initiative Health Authority of Los Angeles County. Then the Two-Plan Model started to operate in L.A. County.
